中文摘要 | 臺灣目前積極以發展生質能運用比例來面對國際原油價格快速飆漲,與京都議定書正式執行之雙重壓力,其中以廢棄物來製成生質柴油及固態衍生燃料(RDF-5)等兩種生質能,應該可以創造溫室氣體減量效益,但是其是否具備替代化石能源之經濟性效益,以鼓勵其發展,宜進一步討論。本研究根據生命週期評析理論,評估兩種生質能的經濟性成本效益值,結果顯示兩種生質能在現階段皆無法取得經濟性利潤之誘因,與目前化石能源售價或國外進口能源價格比較的情況下,很難取得市場競爭優勢,加上供需市場仍具一些不確定因素,所以並不符合經濟效益。除非政府設定溫室氣體減量為主要目標,以維持改善環境品質,而建構多項輔助措施,諸如加強宣導環保教育、補貼或獎勵使用生質能、降低營業稅、免繳空污費、獎勵投資方案、補貼支出差價、補貼設備改善支出等。 |
英文摘要 | Facing double pressures from the soaring price of international crude oil and the execution of Kyoto Protocol, Taiwanese government is now seeking a new direction for energy policy in terms of raising energy efficiency and searching for alternative energy. The main concerns are how to increase the utilization proportion of biomass energy and how to lower greenhouse gas emissions. Even though bio-diesel fuel and solid refuse derived fuel (RDF-5) have great potential to reduce CO₂ emission, question remains that these two kinds of energies provide enough economic incentives for developing? This study employs the life cycle assessment approach to evaluate economic costs and benefits for developing these two kinds of energies. Results of this paper show that, up to now, neither bio-diesel fuel, nor solid refuse derived fuel is economically compared to fossil fuel. |
