中文摘要 | 本文以代表性官僚理論(Representative Bureaucracy )為基礎,運用代表指數法(Representation Index)探討目前我國原住民族文官之消極代表程度。本文發現,在全國方面,具公務人員身分之原住民族文官占全國文官之比率低於原住民族總人數占全國總人口數之比率,其中,具公務人員身分之阿美族與太魯閣族文官呈現代表不足的現象。在行政院原民會方面,具公務人員身分之原住民與非原住民文官的比率約為1.1:1。然而,具公務人員身分之卑南族、賽夏族、雅美族與噶瑪蘭族文官則呈現嚴重代表不足的現象。本文建議主管單位研究考量下列各點之可行性:1.增加原住民族特考名額或增設高普考原住民族行政科別之保障名額;2.以縣市為特考考區單位,設定某縣市為某族群之主考區;3.主考區可研究非該縣市特定族群之比例名額;4.落實大學公共行政等相關系所原住民族之額外保障。 |
英文摘要 | Starting with the theory of representative bureaucracy, the study employ representation index to investigate the degree of passive bureaucracy of the indigenous civil servants in Taiwan. Major findings are as follows: 1. In nation-wide aspect, the proportion of all indigenous civil servants to all civil servants is lower than the proportion of all indigenous people to all people. Furthermore, Amis civil servants and Tarku civil servants both present the phenomenon of under-representation. 2. In Council of Indigenous Peoples of Executive Yuan, the ratio of indigenous civil servants to non-indigenous civil servants is 1:1.1. However, Puyuma, Saisiat, Tau and Kabalan civil servants present the phenomenon of under-representation seriously. Policy suggestions are: Firstly, to increase the number of persons designated in the Special Examination for Indigenous person or to revise the indigenous quotas under the Senior Examinations and the Junior Examinations. Secondly, to adopt the regional unit of examination is county and city, and design the area of special ethnic examination. Thirdly, to limit the non-special ethnic quotas in the area of special ethnic examination. Fourthly, to increase indigenous quotas of entrance exam in Departments of Public Administration of university to foster professional indigenous civil servants. |
