中文摘要 | 根據證據本位政策聯盟 (Coalition for Evidence-Based Policy) 所提出的報告認為,美國的教育政策經常在沒有嚴格證據的情況下實施,實踐和政策不相連,導致在過去三十年間,美國幼稚園至十二年級學生的數學、閱讀和科學成就幾乎沒有進步,相對於醫學在過去實施證據本位政策所導致的進步,美國的教育行政部門從醫學經驗,感受到證據本位的必要,如果教育政策基於嚴謹、系統和客觀的研究證據,尤其是隨機化控制試驗,將導致快速的進步。 美國2001年「把每個孩子帶上來法」(No Chi ld Left Behind Act) 規定,科學本位研究的發現將使用作為形成聯邦補助教育方案或計劃的重要標竿,「證據本位教育政策」已成為當前美國教育政策的重要內涵,影響教育政策之制定與實踐,「他山之石,可以攻錯」,其理念與作法,值得國內制定教育政策之參考。 |
英文摘要 | According to the report of Coalition for Evidence-Based Policy, educational policy is often implemented with little regard to rigorous evidence in U.S.A. currently. As a result of the disconnection between practice and evidence, the U.S. has made almost no progress in raising K -12 math, reading, or science achievement over past 30 years. In comparison with the progress of medicine that has been driven by evidence-based policy, the U.S. Department of Education senses the . importance of evidence-based policy from the experiences of medicine. If educational policy were based on the evidence of rigorous, systematic and objective studies, especially randomized controlled trials, it could spark rapid progress. In 2001, the No Child Left Behind Act specified that scientifically based research findings will be used to form evidence-based education policies regarding various federally sponsored education programs and projects. Evidence-based educational policy has become the essence of educational policy in the U.S. and Britain. The study can provide the reference for educational policy making in Taiwan. |
