中文摘要 | 我國的大學入學考試分發制分發問題(簡稱考試聯合分發)基本上屬雙方配對理論的多對一問題。因校系資源有限,校系要有名額限制。因考生同分無法避免,產生增額錄取的議題。政策上一方面要照顧弱勢,對弱勢族群給予加分優待,另一方面又顧慮普通生的權益,原則上採外加方式錄取弱勢族群。但對公費校系,又因經費有限,仍採內含方式處理弱勢族群的分發。本文提出一個可行的分發模式,同時考慮增額、同分、內含/外加、普通生與弱勢生權益等問題。 |
英文摘要 | The issue of examination-based joint college entrance assignment (EBJCEA) in Taiwan is in essence a many-to-one two-sided matching problem. Enrollments are restricted due to limited resources. Issues regarding additional admissions arise when examinees receive equal scores. In accordance with the government’s policy of taking care of the underprivileged, examinees belonging to this special group benefit from a measure that allows them to be awarded bonus points. However, considering the rights of the majority of examinees, the implementation of the measure in reality results in additional assignment—beyond the allotted admissions quota—of the underprivileged examinees to the departments they are applying to. The only exception involves those departments that admit students on the government-subsidized track, where additional assignment of the underprivileged examinees is literally impossible due to funding constraints. This paper proposes a feasible assignment model that not only takes into account but also strikes a proper balance among the following crucial factors: enrollment flexibility, candidates with equal scores, additional/contained assignment, and the rights of the majority as well as the underprivileged examinees. |
