中文摘要 | 由於缺乏「嚴格」的預算限制,應而造成發展中國家的公營事業雇用了過多的員 工,且支付於其優厚的薪資,更享有制式的契約保障。很多的研究認為民營化為了改善 公司的經營績率,必定進行大量裁減員工;然而,又有些學者認為,員工其實可以從民 營化過程中獲取效益,特別是民營化後所造就之「工作機會增加」及「投資增加」,如 此一來,必能為員工帶來生產力增加,且改善其工作之環境與條件。 員工就業衝擊長久以來是推動民營化方案中最重要但卻最常被忽略的議題。台灣已 推行數個異質的公營事業民營化個案,在其間亦遭受員工之強烈抗爭,因此探究員工在 民營化過程中所受之衝擊,將是當務之急的研究工作。本文研究認為:研究民營化所伴 隨之就業衝擊分析,必先釐清人事管理與人力資源管理之根本差異,如此才能真正的找 出民營化過程中,衝擊分析之核心問題所在。 |
英文摘要 | This study is to analyse employment impact of privatisation in the developing countries and to stress the important role of human resource management by case study and comparative analysis. This study asserts that, it is too early to argue conflicts between employment and human resource resulted from privatisation, but these conflicts show us the significant importance between labour issue and privatisation policy. This paper is argued that the transformation process of public enterprises generates extensive and far-reaching effects on labour, the employment relationship and the social security in particular. This issue is less well addressed by the existing literature. In order to minimize the adverse affects of the transition of public enterprises, some literature has claimed that it is crucial to raise public awareness of the costs, benefits, timing and methods of such transition through wide worker participation. Furthermore, the paper also suggests that decent social security and human resource management have an important role to play in the process of the transition of public enterprises. |
