中文摘要 | 女性占了我國人口的半數,而近年來隨著社會經濟發展和教育的普及,促使婦女勞動意願增加,婦女勞動參與率也都維持在45%左右的水準。但是她們的向上流動性卻仍受相當限制,因為女性多集中分佈於組織的中、低階層職位。相較而言,男性在組織中占據主要的管理職位,其事業生涯的發展也比女性占有優勢。此種性別不平等的現象,稱之為「玻璃天花板效應」(glass ceiling),指一種無形卻實存的障礙,是基於一些態度偏差或組織偏差所造成的人為障礙,使得具備資格的個人無法在其組織中升遷至管理階層的職位。 本文主要是從宏觀的角度探討我國的文官體系是否存在此種性別不平等的現象,以及造成此種偏差的主要原因。從過去縱貫性的資料顯示,我國文官組織的組成存在著明顯的性別偏差,阻礙了女性的工作生涯發展機會,此問題的成因及後果本文將逐一進行探討。 最後,本文則根據研究結果,並參酌國外經驗,由不同觀點提出改進之策略,希望我國文官體系的改造能符合代表性的價值,同時容納多元化管理的精髓,使組織運作更能回應於性別平等的理念和需求,以達成公務人力優質化的改革目標。 |
英文摘要 | Although women comprise half of the population in Taiwan and 45 percent of the workforce, their career mobility seems limited. Their share of management positions remains unacceptably low. Just a tiny proportion of them succeed in breaking through the glass ceiling. Glass ceiling refers to transparent but real barriers based on attitudinal or organizational bias that prevent qualified individuals from advancing upward in their organization into management level positions. This article reviews the changing position of women in the civil service, antecedents and consequences of gender differences in the bureaucracy are critically examined. Providing valuable statistical and qualitative information, the author examines obstacles to women's career development and the situation of women managers in the civil service. Then the article brings up to be reconsidered in the current system on certain civil service special examinations restricted by gender and the examinations for military personnel transferring to civil service. It is hope that the gender discrimination will be eliminated from national examinations and the principle of gender equity in civil service will further confirmation. The study also looks at national efforts to improve equal opportunities and promote gender equality in civil service. In particular, the author identifies specific practices and strategies for improving women's qualifications as a means of helping them to break through the glass ceiling. The article also outlines other useful strategies, including mentoring, networking, team-building and diversity management. |
