中文摘要 | 高級人才係指擁有「專科」以上學歷的人員,我國高級人才培育體系主要由高等教育、政府職業訓練及企業訓練等三方面所構成。然而以上三方面的人才培育均面臨不同的問題,因此本研究從總體觀點,分別針對三個主要培育體系提出因應對策。高等教育未來因應對策:(一)慎研高等教育中長期發展計畫以因應產業需求;(二)推動高等教育資源整合配合產業發展有特色科系;(三)加強高等教育國際化建立國際人才平臺;(四)加強產學合作縮短就業落差;(五)強化高等教育評鑑制度以提昇教育品質。政府部門職業訓練未來的因應對策:(一)開發顧客導向課程;(二)協助弱勢族群辦理職訓以擴大勞動力來源;(三)建立國家能力標準並推動人才培育認證制度;(四)建立職訓評鑑機制以提高職訓品質;(五)整合全國職業訓練資源。企業高級人才培育未來的因應對策:(一)開設企業大學;(二)建立以能力為主的培訓體系著重高級人才能力管理;(三)建立以臺灣母公司為主體的培育中心及完整的培育體系。然而三個體系之間同時具有垂直整合關係及水平整合關係並非各自獨立運作,需加以整合方能培養出符合國家經濟發展所需的高級人才。 |
英文摘要 | The talent is here understood as a person who graduates from junior college and above. Hence, the system of talent education and training consists of higher education, governmental vocational training, and business training. However, each kind of education has different problems, and therefore, needs different approaches. This article proposes suggestions of macro perspectives to deal with these problems. For higher education, one needs to (a) draft the middle and long term plan responding to industrial and social needs, (b) integrate the resources of higher education and make the departments more competitive, (c) strengthen internationalization of higher education and establish an exchange interface of international talents, (d) reinforce the cooperation between industry and academia, and (e) strengthen the system of evaluat6ion of education to enhance the quality of education. For vocational training, one needs to (a) develop customer-oriented curriculums, (b) offer training for unemployed and poor groups to increase the workforce, (c) establish national standards of competency and form a system of accreditation for talent education and training, (d) establish a system of evaluation of training to enhance the quality of training, and (e) integrate all national vocational training resources. For business training, one needs to (a) build business universities, (b) establish the competency-based training systems, and (c) set up a training center for parent companies in Taiwan. |
