中文摘要 | 本文旨在探討「校長辦學檔案」應用在校長評鑑時的相關問題,為達成此目的,本文首先針對國內現行校長評鑑制度提出檢討,歸納出國內現行校長辦學績效評鑑作法的四項主要缺失為:(一)評鑑目的過於強調總結性評鑑而忽略形成性的評鑑;(二)評鑑資料的蒐集過於重視成果而輕視歷程,缺乏反映校長辦學過程的真實性資料;(三)評鑑實地方式偏重短期的外部訪視評鑑,輕忽彰顯校長自我檢討與反省的自我評鑑;以及(四)評鑑結果的運用未能切實用以促進校長的專業發展。 針對上述評鑑資料的問題,本文提出目前美國採行的「校長辦學校案」作為有效的改進措施。「校長辦學檔案」係指校長依據事前訂定的規準,針對本身工作表現的多方面資料,主動廣泛地蒐集、選擇及整理,再適當地加上自己的反省後,以有系統的方式展現校長工作表現或辦學績效的歷程與成果,除藉以反映其在辦學上的專業成長外,亦能持績促進其專業發展。此外,本文分別敘述「校長辦學檔案」之意義、功能及內容,並針對「校長辦學檔案」應用在校長評鑑時的實施過程及其限制,加以討論。曘後提出結論,並分別針對教育行政主管機關及中小學校長提出建議,俾供未來將「校長辦學檔案」應用在校長評鑑時的參考。 |
英文摘要 | The purpose of this paper is to investigate related problems regarding the application of principal portfolio to principal evaluation. In order to achieve this objective, we first review the current principal evaluation system and identify four main issues. They are: 1) over-addressing of summative evaluation but formative evaluation in terms of the evaluation purpose; 2) over-focus on outcome but process in terms of evaluation information collection, and lacking of authentic information reflecting principal’s management process of school; 3) over-emphasis on short-time external review process in terms of evaluation procedure, and neglecting principal’s self-review, self-criticism and self-evaluation; and 4) failure in enhancing principal’s professional development in terms of application of evaluation results. In order to solve some of the above-mentioned problems, this paper proposes one effective tool, i.e. principal portfolio, which has been widely adopted in the United States. Principal portfolio in the paper refers to that based on pre-determined criteria, principals systematically conduct self-reviews, collect and present multiple-dimensional information regarding their work performance in terms of process and outcome for the purposes of reflecting and enhancing their professional development. Then, the paper addresses the meaning, function and contents of principal portfolio respectively, and also discusses its implementation process and limitations. Finally, in addition to conclusions, the paper makes some relevant suggestions that can serve as a basis for related decisions on future implementation for the educational administration authorities and school principals. |
