中文摘要 | 本研究旨在建構一個相對簡單的模型,著重在一些關鍵的變數用以解釋臺灣地區實質醫療保健支出的成長。本實證發現:(1)影響臺灣地區在1981-2003年間醫療保健支出的關鍵因子有實質GDP、老年人口比率、及全民健康保險制度的實施三者;(2)除了當解釋變數只有實質GDP或平約每人實質GDP一個變數外,實質HCE的所得彈性介於0.1617與0.9383間,醫療保健不為奢侈品;(3)所得以外的因素,如老年人口比率與全民健康保險制度的實施,對HCE成長有顯著的影響。值得注意的是,老年人口比率對實質HCE成長影響程度相當高,介於1.7137與1.9935間;全民健康保險制度的實施對實質HCE成長影響程度相對低,介於0.0426與0.0551間。本研究探討臺灣地區過去二十三年醫療保健支出成長的原因,供政府選擇控制醫療保健支出政策工具的參考。其中老年人口比率提高對實質HCE成長的影響,將是政府當局應該正視的一項課題。 |
英文摘要 | This paper aims to develop a relatively simple model focusing on several key variables to explain the growth of the real health care expenditure in Taiwan. This empirical study explores three critical factors which had a great impact on HCE in Taiwan from 1981 to 2003. Three factors are real GDP, ratio of aging population, and the implementation of national health insurance system. When considering more variables in addition to real GDP or per capita real GDP, the income elasticity of real HCE is between 0.1617 and 0.9383, and then health care is not a luxury. However, in addition to the above-mentioned variables, the ratio of aging population and the implementation of national health insurance system also have a prominent effect on HCE. It is noticeable that aging population accounts for a high proportion 1.7137 to 1.9935 of the growth of HCE while the implementation of national health insurance system accounts for a much lower proportion 0.0426 to 0.0551 of the growth of HCE. This research explores the factors concerning the growth of health care expenditure in Taiwan for the past 23 years and can be regarded as a reference for the authority to adopt some policies to control the health care expenditure. Above all, the impact of rising ratio of aging population on the growth of HCE is an issue the authority should take seriously. |
