中文摘要 | 永續發展所涉及的議題範圍往往涵蓋生態、社會與經濟三個領域,推動永續發展政策又常須進行相關制度的變革,而制度變革的達成則不能無視於系統中代理人自主意志與多樣化行為的干擾。本文以水污染防治為例,針對動態複雜系統可能存在的穩定均衡與不穩定均衡兩種狀態,依據制度論與新制度經濟學的理論假定,探討制度變革在面對構成系統重要環節之一的代理人行為時可能受到的挑戰,並以電腦模擬的發現為基礎,提出創造混沌邊緣與增加制度吸力兩項策略,俾使永續發展與制度變革的政策能更順利達成預定目標。 |
英文摘要 | The issues of sustainable development usually cover the ecological, social, and economic fields. In addition, the implementation of policies concerning sustainable development often inevitably involves related institutional change. While the agents in a system tend to have their own free will and diverse behaviors, it is always very difficult, if not impossible, to successfully change institutions without taking the effects of the agent's behaviors on the whole system into account. This paper uses a case of preventing water pollution as an example to explicate the two states of stable equilibrium and unstable equilibrium which may exist in dynamic complex systems. In accordance with the basic assumptions of institutionalism and new institutional economics, the author investigated the challenges of agents' behavior to institutional change. Based on the result generated from computer simulation, the author suggested two strategies (i.e., creating the edge of chaos and increasing attractiveness of new institutions) that can be employed to cope with the challenges so as to make sustainable development and institutional change more successful. |
