中文摘要 | 臺北市於民國88年起開始試辦行人倒數計秒器,89年新竹市試辦車行綠燈倒數計秒器,民國90年臺南市試辦車行紅燈倒數計秒器,隨著這些號誌附加資訊計秒裝置的開發與引進,各級地方政府亦開始試辦各種不同型式的號誌計秒器。而這些新型用路人資訊設施對於交通流暢與安全到底有何效益?其設計目的為何?適用何種環境?委實值得加以評估、檢討,以作為是否繼續廣泛推廣的決策基礎。本論文因此針對國內近年來設置的人行與車行號誌倒數計秒器加以介紹、評比。論文內容包括其發展背景、設計目的、設置條件、設置環境的考慮因素,及國外採用情形,並對其設置後之效能加以評估。研究發現紅燈倒數計秒器具有轉移駕駛人觀看橫向號誌不正常行為、延後駕駛人提早起步穿越停止線進入路口的功能,並能延後汽車駕駛人較機車騎士提早起步進入路口為有效。 |
英文摘要 | The first Traffic Timing Count-down Device was deployed in Taipei City in 1999. It tells a pedestrian how much time left to cross intersection. Later the Green-light Count-down Timing Device was tested in Hsinchu City in 2000, and the Red-light Count-down Timing Device was deployed in a greater scale in Tainan City in 2001. As these devices are deployed and their functions tested, the issues of installation regulation and ordinance have to be formerly dealt with. What's the aim for designing these devices? Or, what environments are these devices suitable for? And, what benefits will these devices can achieve? These subjects are worth researching to decide whether these devices should be popularized continuously. This paper presents The Trafffic Timing Count-down Devices developed and adopted in recent years in Taiwan then compares their functions. The contents of this paper include the devices' backgrounds of developing, objectives of designing, environmental factors of consideration, requirements of installation, circumstances of adoption in overseas, and the appraisal of usefulness for adoption. It finds the attentions of drivers could be drawn back from viewing side-street traffic signal. It also delays the driver from crossing the stop line before a signal turning from red to green which is more significant for vehicle drivers than for motorcycle riders. |
