中文摘要 | 西班牙自1996年正式推行大學品質評鑑以來即將屆滿10年,已陸續發展出多樣化的品質保證機制及類別,如學門、系所、教師、服務、研究等評鑑、認可及認證項目。此外,不只設立全國性及區域性之外部評鑑專責機構,各公私立大學更紛紛設置專責獨立的校內自我評鑑單位,負責推動大學品質提升的相關策略或行動方案。本文旨在透過文件分析法,對西班牙大學內部評鑑單位在推動品質強化活動及提升競爭力過程中所發揮的功能進行檢視。在此討論的範圍包括:(一)簡扼說明西班牙大學品質保證制度之建構及發展現況;(二)探究西班牙大學品質評鑑歷程、與外部評鑑機構之關係、大學內部自我評鑑中心之設置及運作,並探討大學內部評鑑單位在品質改善過程中之角色及功能;(三)瞭解西班牙大學內部評鑑單位的組織內涵及所推動之品質保證相關策略或行動方案;(四)論述西班牙大學內部評鑑組織的發展趨勢及相關議題的反思,以期對國內大學評鑑制度的發展提供另一個思考面向。 |
英文摘要 | Spain has embarked on a continuous reform and adopted new strategies to improve higher education in the recent years. Evaluation has been carried out, the first form 1996 to 2000 and the second from 2001 to 2006. Diverse models of evaluation have been applied to the assessment of teaching, department organization, research and service unit so far. They are carried on the national level and local level as well. This paper aims at studying the system of internal assessment (done by the committee of each university), and especially, at exploring the role of the committee in determining the quality of Spanish universities. By taking the document analysis, we want to present four main characteristics of the reform of Spanish education: (1) the foundation, reform and development as well as the performance (quality) of the assurance system; (2) the evaluation system and the organization of the committee as well as the emphasis on internal evaluation; (3) the strategies taken by the committee of internal evaluation; (4) the suggestions for an improvement of the quality assurance system in university and for administrators. |
