中文摘要 | 本文旨在探討當前政府提升競爭力之前提下,所應採行之訓練機構轉型規劃策略,首先,藉由相關文獻的探討,分析歸納英國政府國家學院的轉型經歷,及行政院所屬訓練機構轉型規劃案的推動情形,最後並以更宏觀全面的角度來思考我國整體文官體制的改革,結合訓練機構轉型、績效管理制度、學習成就認證機制、績效待遇制度,期能整建績效導向的公務人力管理及發展體系,作為未來努力方向。 |
英文摘要 | The main purpose of this research is to explore the transforming strategies of the civil service training institutes under the premise of improving government competitiveness. Through the inspection of references, this thesis studies the transforming experience of the National School of Government in UK and the implementing of transforming plans for the civil service training institutes of Executive Yuan. Then we could cogitate the revolution of civil service system, the transformation and integration plans of training institutes, performance management system, authorization system on learning achievement, pay-for-performance system in a broader view. As the result, we hope the civil service managing and developing system will be constructed on the performance-oriented basis. |
