中文摘要 | 印度號稱是世界上人口最多的民主國家,其實踐民主超過半世 紀而不墜;但在社會上窮人數量居高不下、近年有關選舉或宗教暴 力事件層出不窮以及語言與族群等社會分歧嚴重等等條件下,多年 來卻也一直被視為不利於民主的穩定與深化,可說是亟待解釋的民 主特例。鑑於一國民主實踐程度,多少可從政黨體系的演進作觀察, 本論文旨在探討印度政黨政治的發展過程與所具備的主要特徵。本 文先簡介近代印度聯邦層級的政黨成長史,從而帶入當代印度的五 個主要全國性政黨。隨後,論文分析印度政黨體系發展的五個階段: 從單極過渡到多極型態,目前似有朝兩極演進趨勢;並就政黨互動 型態、意識型態範圍轉變、數量多寡及聯邦與省級政黨消長型態變 化等方面歸納出四個主要特徵。最後,論文並兼論印度政黨政治在 「自由競爭」與「協商包容」面向民主實踐的意涵。 |
英文摘要 | As the most populous democratic country in the world, India has practiced democracy for over half a century. India has been characterized with high levels of poverty, a recent rise of violence related to elections and religious issues, as well as a deeply divided society, which have frequently been regarded as unfavorable to democratic stability. That situation constitutes a complex subject worth studying. Meanwhile, the evolution of a party system demonstrates the considerable extent to which democracy has been practiced in India. This paper aims to explore the development of the Indian party system and its main characteristics. This paper begins by sketching the historical development of the Indian party system and introduces and discusses five major national parties. Further, it analyzes five stages of Indian party politics that transformed India’s government from a unipolar to a multipolar system and today toward a bipolar system. Moreover, the paper categorizes Indian party development in terms of changes in party interaction style, scope of represented ideologies, quantitative changes in parties and vicissitudes of national vs local parties. In conclusion, this paper reflects upon Indian democracy in relation to freedom/competition as well as compromise/ accommodation. |
