中文摘要 | 我國文官制度自政府遷台後,歷經三次整合變革,第三次為將原簡薦委制與職位分類制兩制合一,實施新人事制度(即本文所稱之現行公務人事制度)並於民國76 年1 月16 日施行,其基本法制體系,乃由公務人員考試法、任用法、俸給法及考績法建構而成;其間為配合國家發展與用人機關需要,及社經環境變遷,各該法律經多次修正。值此施行滿20 年之際,本文謹檢視原建制架構規範,及演變趨向,並省思今後改革芻議,提供有司者參考,期能更精進我國文官制度。 |
英文摘要 | The R.O.C’s civil service system has been reformed three times after the government moved into Taiwan in 1949. During the latest reformation, Rank Assortment Personnel System with Ranks and Personnel System with position Classification were united into the present personnel management system, enforced on Jan 16, 1987. It is based on four Civil Service Acts of examination, employment, pay and performance evaluation, each amended several times to meet the requirement of national development, governments, and social and political environment change. As the system has been enforced for 20 years, this article would like to review the system’s structure and change, and to provide some opinions for the authorities’ reference to further the system. |
