中文摘要 | 立法院於民國八十三年頒佈「師資培育法」,同時廢止了我國歷史悠久的「師範教育法」,而後兩法之間的差異造成今日超額「準教師」嚴重的失業問題。 我們不反對「師資培育法」多元培育師資的政策,但是我們要檢討教育部有無做好師資供求的長遠計劃,在「師範教育法」實施期間,師範院校招生名額之多寡,是教育行政主管機關依據人口動態、教師缺額,預估所招學生和畢業當年之教師供求關係的未來動向而決定,按照計劃師範生畢業分發任教,不但鼓勵師範生在校努力充實自我,政府也培育了終身奉獻教育的優質教師。 為補救目前師資培育工作亂象,茲提出建議: 一、教育部應速擬訂師資培育的長期計劃。 二、依評鑑儘速停辦績效不彰的「師資培育中心」。 三、重視師範教育專業培養功能,師範生實習期滿應免試取得「教師合格證」。 四、各縣市教師甄試應由教育部統一辦理。 五、儘速調整師範院校幼兒教育系課程,以配合幼小銜接。 六、加強外籍新娘及其子女的教育,徹底規劃超額「準教師」的就業問題。 |
英文摘要 | In 1994, the Normal Education Legislation was abolished after forty years. The new Teacher Preparation Legislation follows, from which many deficiencies have been resulted in. Among them, the shortage of teaching positions for teachers becomes the most serious one, which even challenges the appropriateness of the new policy. The author gives support of the new policy which is subject to that a long term planning of job supply can be done beforehand. Moreover, such planning should be done on the basis of population change, job marketing, teacher recruits, and graduates from the normal colleges and universities or other alternative programs. Accordingly, all prospective teachers can be assigned to teaching positions upon their graduation, on the other hand, the government can foster better teachers who devoted themselves to teaching. In order to solve the problem, the author suggests: 1. A long term planning of teacher recruits; 2. Elimination of ineffective teacher preparation programs; 3. Re-valuing normal college students' professional trainings for four years; certifying them after their internship; 4. All teacher recruits should be monitored under the Ministry of Education; 5. Modification of curriculum of early childhood education to meet the changes of k-2 programs; 6. Arranging jobless teachers to tutoring immigrated women and their children. |
