中文摘要 | 土地利用規劃隨著時代、政策、法令的變遷,對於傳統的規劃方式已不敷需求。以往規劃者必須拿環境敏感分佈圖作選址的工作,當選定區位時,開發者則要對選定的區域作進一步的資訊清查。在這些過程之中規劃者往往不清楚環境敏感分佈圖傳遞給他的資訊,規劃者通常只知道紅色區塊是工程冒險率大,開發成本太高的要避開,遇到綠色或黃色的區塊則代表工程冒險率低,開發的成本較低可以做為選址的參考,規劃者根本無法接受到環境敏感分佈圖所帶來的資訊。在開發者的部份,當開發者欲進行規劃者所選定的區域作開發時,開發必須去清查開發區的資訊,廢時廢力,而且也牽涉到開發者經驗的問題,開發者是不是能準確的從他所搜集的資訊當中判定開發區是否有潛在災害的可能性,如果經驗不足的話,那潛在災害所帶來的危機是非常可怕的。 本研究試著從整合資訊環境的角度來看,以臺灣較常發生的平面型地滑此種潛在災害,運用評估的方法來檢驗地使用是否適當,及若要使用或不慎已開發的話給于適當之有效正確的土地開發的指引,以及使用規劃所需的資訊能夠完整的在規劃過程之中良好的傳遞給開發者及規劃者,使土地利用在規劃時能充分有效的達到最佳利用的程度。所以本研究以關聯表的方式半自動生產土地使用準則,運用在整合資訊環境中,利用準則將重要的資訊傳遞給開發者及規劃者(例:本區無平面型地滑的潛在災害,坡度為一般坡度50%,尚可開發,建議作為法定空地或開放空間使用不得配置建物)。除了準則傳遞資訊之外,整合資訊環境系統也可以很容易的查詢到開發及規劃所需的資訊。改善傳統使用紙圖規劃之不便及彌補技術性的不足。 整合資訊環境最主要的目的在於扮演決策支援的角色。決策支援就使用者而言,必須包含有:預測、評估、分析及規劃等功能。上述的功能要求,經由研析模式、關聯式資料庫及系統整合應用等之綜合處理分析,即可達成決策支援之需求。然而,整合資訊環境所強調的,除了能提供使用者迅速、準確之分析判斷結果外,更要求系統需具有操作簡便、學習容易及管理方便等優點。因此,提供一具有親和力、易學易用的使用人機介面,遂成為資訊系統建立時,最重要而不可或缺的基本要求。 |
英文摘要 | Land use planning methods are required to change or modified as social needs, policy, and regulations change. In the past, the planner often used environmental sensitivity maps in site selection. In the process, the planner only knows the red areas represent the high-risk areas, and the yellow and green areas represent the medium and low-risk areas respectively. The planner rarely understands the rationale behind the sensitivity maps and how such map should be applied under certain conditions. For the developer, the higher-risk areas denote the high development costs, while the low risk areas means a more acceptable development cost. However, to gain more detailed risk assessment information, the developer has to invest in expensive investigation processes. This research provides an integrated information environment for the planner to evaluate the appropriateness of land uses with potential planar landslide hazards, and to provide the planner with sufficient and necessary information in the planning process. Such information can also be used as guideline for land development to achieve the optimal utility of the land. This research use look-up tables to semi-automatic produce land use guidelines, employ in integrated information environment, use guidelines transfer information to planner or developer. Excepting guidelines can transfer information, integrated information environment also can easy to found information for planner or developer. Meliorate know-how better than convention to use normal map. The integrated information environment plays the major role in the process of decision-making. For a decision maker, the integrated information environment must include functions suitable for prediction, evaluation, analysis, and planning. The functions are composed of modeling, relational data base, and integrated system application. The integrated information environment provides the users with prompt and accurate analytical results, as well as friendly user interface and managerial utility. |
