中文摘要 | 因應數位化知識經濟時代來臨,龐大的官僚體制應該思考如何善用數位學習的力量來提升組織與成員的競爭力。雖然我國近三年來陸續成立多個數位學習的官方網站,提供公務人員隨時隨地取得最新資訊與管理知識之用。不過,數位學習似乎出現了過度美化與神話的現象。需知數位科技終究只是一項工具,其是否能確實發揮功效,端視人們實際應用的方式。本文的目的正是希望從文獻上掌握數位學習的特性及其演變,進而針對我國政府所建置的公務員數位學習網做一初步檢視,以瞭解官網現狀及其問題所在,並回歸以人力資源發展的觀點,重新對公務人員的數位學習提出改進之道。 |
英文摘要 | For the coming of knowledge economy era, the huge bureaucracy should ponder how to promote the competitive ability of their organizations and members with e-Learning. In recent years, Taiwan establishes some official websites of e-Learning to provide civil servants anytime and anywhere to obtain new information and knowledge. But it appeared the trend that e-Learning as if been applauded excessively into myth. We should realize that the ICT is only an instrument. Whether it can work rightly and effectively or not, it depends on the attitude and thought of people. The aim of the paper is to scan roughly these e-Learning websites established by government in order to understand the current status and questions. And then this paper has tried to take the viewpoint of HRD to find a way of improving the e-learning of civil servants. |
