中文摘要 | 「處於21 世紀知識經濟時代,組織必須仰賴健全的知識管理體系,始能維持優勢。此不僅企業組織應有此一體認,政府機關與私人企業同樣面對全球化(globalization )的衝擊、國家競爭力的挑戰,也不能置身度外。隨著公務機關公務人員退休年齡逐年下降,經過長期培養具豐富經驗的公務人力的流動與退休,導致組織知識的快速流失,政府尤應善用資訊與通信科技,建構知識定位系統,以創造分享、傳播、儲存知識,從而強化政府組織效能,提高服務水準,提升決策品質。 本文將以知識管理的主要理念及架構,探討考試院公務人員保障暨培訓委員會所屬國家文官培訓所推動知識管理的經驗,希望能作為其他機關推動知識管理的參考。 |
英文摘要 | In the knowledge-based economy of the twenty-first century, an organization must rely on a good knowledge-management system to keep its competitive advantage. It is not only the private sector that must recognize this necessity; government organizations, which, like private firms, face the impact of globalization and the challenge of national competitiveness, enjoy no exemption from it. As the age of retirement of the employees of government organizations falls, manpower with abundant experience and skills accumulated and cultivated over many years is retiring, causing the rapid drain on organization knowledge. Therefore, the government should use information technology to construct a knowledge position system to share, disseminate, and store knowledge, there by strengthening the effectiveness of government, raising the level of its service, and improving the quality of its decisions. Utilizing basic concepts and frameworks of knowledge management, this paper discusses the knowledge management experience of the National Civil Service Institute of the Civil Service Protection and Training Commission of the Examination Yuan, for the reference of other organizations involved in knowledge management. |
