中文摘要 | 當重大災難發生後,災難現場除了進行枚災與緊急醫療枚護的任務之外,後勤系統的支援與協助更加重要。為了使所有後勤支援的單位能夠於最短時間之內,了解災難發生與緊急醫療枚護處理的狀況,讓緊急病患能最快地獲得最妥善的醫療照護,是後勤系統最重要的桃戰。利用裴氏圖的理論建構的防枚災資訊決策系統(disaster decijon making 斗stem , DDMS ) ,是透過數學理論與實際防枚災結合,訂立一套確實而可行的決策模式,並藉由本系統的使用,枚災指揮中心能夠在最短時間掌控災難現場的病患資訊,以確保緊急枚護的醫療資源能充份發揮到最佳的效果。本文所揭案之防枚災資訊決策系統,是由無線手持式電腦(PDA 等)收集災難現場資料,以快速且即時取得現場的病患資料,並整合災難資料庫、通報與派遣系統,將整個災難資訊呈現,並作為醫療指揮之重要資訊決策來源。在此時,利用裴氏圖(隱ri Nd )的理論所擬定的災難枚助之作業流程(w orkflow ) ,可結合後勤支援庫存系統(suPPly management syst 的,SuMA )作後勤資源的分配,將急枚災難現場之病患資訊及資源需求提供量化的分析,以確保緊急醫療作業決策品質。本防枚災資訊決策系統藉由日月潭萬人泳渡大型活動到試其成效。活動現場當中經蒐集之各種物資、人力與病患之資料,再透過裴氏圖設定不同臨界參數模擬此作業流程,使此作業流程能於災難應變時提供決策協助。運用本系統可使現場醫療總指揮得以瞭解整個病患流動的走向,同時也能掌握醫療衛材使用與消耗的’情形,並經與後端支援系統連線,更可提供物資與人員調配的依據。 |
英文摘要 | When a disaster takes place, in addition to scene relief and medical control, the help of logistic resources is very important. Making critical decisions in the distribution of medical and logistical resources is quite sophisticated and complicated. The Petri-Net is a mathematic method used in many aspects of science to control work flow. In our study, we successfully used the Petri-Net to determine the most effective use of the medical and logistic resources. Thus, allowing the medical director to easily figure out the conditions of the disaster and handle them. All of the victims of the disaster received the most appropriate care in the shortest time. To get information about the disaster more quickly, the disaster decision making system (DDMS) should be combined with the disaster database, communication and dispatch system, and medical staff using a portable communication system to transfer all information about patients to the DDMS. The disaster work flow is based on the Petri-Net theories. Using the supply and management system (SUMA) concept, the work flow combines the patient's information and all the information from other sources at the disaster scene. By using the data from all of the supplies and manpower, the medical staff can handle the injured patients at the disaster scene quite easily and competently, especially when practicing in mass gathering of the emergency medical service (EMS) system. Through the use of the Petri-Net set up, varied and critical parameters can be used to simulate the process of this work and provide help for decision making during a real disasters. |
