中文摘要 | 目前我國營建工程安全管理多側重於施工階段的防護措施,並未從專案生命週期的角度去掌控安全管理,以致肇生專案各階段間之安全管理罅隙,而使安全上之改善並不顯著。鑑此,本研究針對營建專案生命週期中規劃設計、招標發包及施工等階段,向相關的專案團隊成員進行問卷調查。其目的為建立各階段的安全管理重點因子。研究結果顯示,整體而言,受訪者多數意見仍偏重施工階段之安全管理因子,例如工程保險和工地設施,顯示強調安全問題源頭重要性的生命週期管理概念,尚有待加強;另外在「公私部門工程」比較方面,發現民間機構之工程在「高風險工程提列防災計畫及緊急應變能力」、「業主對安全之重視及支持程度」、「人員教育訓練」、「環境防護設施」等四項安全管理因子較公部門工程更為迫切需要重視。 |
英文摘要 | Presently, in construction industry around this country, safety management for construction projects is still primarily focused on safety measures taken on the site during the construction phase rather than without tackling the safety problem from the viewpoint of the project life cycle. Therefore, there are gaps in safety management between the phases of a project, and improvements in safety are not significant. In light of the current situation, this research identifies relevant safety management factors during the planning/design, tendering, and construction phases of the project life cycle, and a questionnaire survey among various project team members is carried out. The purpose is to establish the key factors in safety management for each phase of a project. The results show that, overall, most of the respondents hold the opinion that safety management factors of the construction phase are more important. For example, all-risk insurance and safety facilities on site, indicates that the concept of life cycle management that emphazing safety problems at the beginning still needs to be promoted. In addition, a comparison between the public and private sector projects shows that the private sector lags behind the public sector in four areas, including disaster prevention and emergency response programs for high-risk projects, respect and support for safety measures of the client, training and education of workers, and costs on safety facilities, call for more attention. |
