中文摘要 | 在公部門及非營利組織責信(accountability)要求的不斷增加下,績效管理已成為極受重視的焦點,特別福利多元主義的潮流下,福利社區化及福利民營化已成為現階段福利服務供給的新方式,因此,績效及成果管理就成為社會服務機構永續生存的重要指標。社會福利組織在面對日益膨脹的服務成本輸出及政府社會福利經費得縮減的雙重壓力下,如何發揮組織績效能,建構合理實用的績效評估制度與服務品質,是現階段社會福利工作刻不容緩的發展與任務。鑑此,本文擬探討社會福利機構的組織績效管理之運作,並進而嘗試撿視百年老店-本土「暨老且大」的老人福利機構可能脫胎換骨之道,及其簡易評估指標之建立。 台灣的老人福利機構,有些已有百年以上的歷史,所以在機構組織管理上難免因觀念、結構的沉澱,產生組織的時性變得僵化而不自知。因此,這些「老」機構除在個人績致評估方面改善外,若要不被淘汰,重振風彩,能在現代福利中競爭立足,就必須「面對」問題,並且與社會工作的新管理主義進行全面檢視是與改造。社會工作績效管理之意涵及評估要落實於福利機構,除專業評估模式指標之選用與困境論述外,研究者另就實証研究-深入訪談資料轉化成為一般簡淺易懂的指標,作為社會大眾選擇老人安養、養護機構評估時之參考: (一) 整體表現;(二) 老人表現:(三) 員工表現;(四) 家屬表現。 |
英文摘要 | Influencingby welfare pluralism, communitarism and privatization are the new tendency for delivering welfare. Because the demand for accountability in the public department and NPOs (non-profit organization) is increasing, the management of perfonnance in welfare institutions becomes very important and a crucial indicator for the survival of those institutions. Under the double pressure of increasing service cost and decreasing welfare budget, it is a great challenge for public welfare institutions to improve their achievement, to build up a reasonable evaluation system and to manage their perfonnance. Using elderly nursing homes as the sample, this study attempts to explore how welfare institutions pursue their performance management, how they find the way for reorganization and the establishment of evaluation indicators. In Taiwan, many nursing homes for the elderly have been established for over one hundred years. Their ways of management may be out of date but it is difficult for they to find their own problems. For their survival, they might accept new concepts of welfare management and establish indicators for evaluation in recent years. We will, therefore, discuss their achievement of reorganization from four issues: overall performance, the performance of the elderly, the performance of staffs, and the performance of user’s families. |
