中文摘要 | 食物的生產與消費在我們的日常生活中占有很重要的地位,食品安全也在近幾年成為社會上最關心的議題之一。食品安全議題所涉及的層面不只在消費者保護時和生態永續上,也涉及到經濟、社會、文化以及政治的層面。食品安全更是臺灣農業及食品產業能否永續發展的一項基礎要件。 本研究之目的為藉由對歐盟及德國之食品安全制度與政策方向的瞭解檢討並建議鄉國食品安全制度改進方向。本文首先說明歐盟及德國如何藉由食品安全制度的改革改善食品安全問題並恢復消費者信心,接著簡略介紹臺灣食品安全體系並與德國比較,最後提出改善我國食品安全制度的一些建議。 本文認為我國在改善國內食品安全制度的具體作為可學習歐盟及德國先將雜亂的法規整合為部「食品安全促進法」,然後責成一中央部會為統籌窅責食品安全控管事務的專職行政機關以收權責合一之效。對於食品安全的控管,應秉持「從農場到餐桌」的一貫性理念徹底執行,而不宜由各行正機關分別於其職務範圍各自為政。食品安全控管制度亦宜建構在「風險評估」、「風險管理」及「風險通報」三大獨立且相互支援的支柱上。 |
英文摘要 | The production and consumption of food is central to any society. The importance of food in our life suggest that there is a prime interest in food safety in the society. Food safety focuses not only on the interests involved in consumer protection and ecology, but also economics, social, cultural and theological needs. Food safety is based in the vision of sustainable development of agriculture and the food industry. The objectives of this study are to understand the food safety system and policy the RU and Germany implement to improve their food safety conditions and to restore the confidence of consumers. The food safety system in Taiwan will then be briefly reviewed and compared. Finally, suggestions based on the comparison are raised. Key suggestions, including an authority pooling all responsibilities of food safety is required in Taiwan to take effective measures. The food laws in Taiwan should be revised and harmonized to create a coherent and transparent set of food safety rules. Three interconnected systems of risk analysis—risk assessment, risk management and risk communication should be established. |
