中文摘要 | 面對全球性人口逐漸高齡化的發展趨勢,歐、美、日等先進國家紛紛擬定出老人教育政策以因應人口老化而衍生的學習需求,反觀我國自1993年正式邁入高齡化社會迄今,近十年的時間尚未制定相關的老人教育政策,只附屬在老人福利法、終身學習法及老人相關機構與措施中辦理,實無法滿足高齡者多元的教育需求,協助其進行成功的老化。因此,本研究的目的在於:1.探討美、英、日三國老人教育政策的制定方式與重要內涵;2.探討我國老人教育相關措施的內涵;3.提出研訂我國老人教育政策之具體建議。為達以上研究目的,本研究採用文獻探討以達成研究目的1.2.,採用焦點團體法對教育行政及社福行政之主管人員、專家學者、實務工作者、民意代表等進行意見的訪談與蒐集,經資料分析整理後獲致以下結論:1.盡速研訂我國老人教育政策以落實高齡者的受教權;2.我國老人教育政策的訂定,近期可發佈「老人教育政策白皮書」宣示政策所在,再以訂定「老人教育法案」為終極目標;3.老人教育政策目標宜明確保障其再教育和再社會參與的機會;4.研訂老人教育政策實應把握本土化、社區化及多元化的研訂原則;5.老人教育政策的實施內涵應具周延性與前瞻性。根據以上結論,本研究分別對教育行政機關、地方政府、辦理老人教育機構及大專校院提出建議,作為研擬老人教育相關政策,與推展老人教育相關實務工作時之參考 |
英文摘要 | Many industrialized countries have made some relevant policies or statements to guide the development and provision of learning in later life in their countries. Compared with those industrialized countries, few educational policies are proposed specially for older people in Taiwan. Recently, more attention has been given to education for older adults since the advocacy of lifelong education and learning society in Taiwan, However, the educational policies for older people are still rate in Taiwan. This study, therefore, aims to explore the educational policies for older people in Taiwan. Firstly, this study is going to review the educational polices for older people in the industrialized countries. Due to the limitation of time and finance, this study exclusively focuses on reviewing the relevant policies about learning in later life in America, Britain and Japan. Secondly, focused group interviews are conducted in the four areas of Taiwan, in order to collect different opinions and viewpoints for the development and improvement of educational policies for older people in Taiwan. Finally, based on the review about the educational policies for older people in the industrialized countries and the research finding from focused group interviews in Taiwan, recommendations regarding the policies of learning in later life in Taiwan are made, in order to facilitate the future development of education for older people in Taiwan. |
