英文摘要 | This paper examines the existed and rising threats to East Asian regional security and analyzes major theories developed by security scholars and their proposed solutions to enhancement of the regional security. East Asia today is dominated by both conventional and new threats to security, ranging from North Korea’s nuclear program to terrorist activities in ASEAN countries. The complexity of the region is further described by great cultural diversity, uneven distribution of economic wealth, and different from of political regimes. From the literature, one may find that discussions of East Asian regional security are dominated by three theoretical approaches: Realism, Liberalism, and Constructivism. Each of them provides a particular view to the nature of international politics as well as a solution to security problems. The Realist approach is popular among strategic analysts and national leaders, who argue that international security is largely determined by the relations between great powers in the international system. To enhance the security of the region requires a delicate design of power relations between great powers in the region. The Liberal view are shared by many policy makers and economists, who are convinced that as long as international trade and commerce continue to grow, the entire region will become economically interdependent and politically integrated. Finally, the emerging Constructivist theorists are interested in how a particular understanding of security and threat has been constructed and accepted by the members in a given context over time. The paper discusses the strengths and weaknesses of three approaches and suggests using the concept of human security to construct a synthesized framework for the studies of regional security. This framework, consisting power, institutional and ideational dimensions, proposes that with some coordination between great powers, establishment and consolidation of multilateral institutions and the change of strategic culture, the security of East Asia will be enhanced. |
