中文摘要 | 在二次戰後興起的歐洲整合過程中,歐盟社會政策的地位一直居於經濟整合的陰影下,無法真正整合出一個完善的歐洲社會模式。本文試圖從歐洲社會模式的理念競逐和歐盟政治制度的角度,說明歐盟社會政策發展無法大幅開展的原因。自從九0 年代以後,歐盟企圖以「開放協調法」的軟性治理模式推動社會政策的進展,強調共同參與和政策學習的重要,藉此跨足以往難以踏進的政策領域。本文以較早發韌的「歐盟就業策略」為例,說明「開放協調法」的興起背景和運作原理,並評估其所發揮的成效。本文發現「開放協調法」在既有的制度和理念侷限下,的確為歐盟社會政策領域帶來新的動力,但是它仍然存在一些問題需要改進。藉此,本文評估歐盟社會政策在此脈絡中的發展可能性。 |
英文摘要 | In the process of European integration since the World War II, the European social policy has always been residing in the shadow of economic integration. This article seeks to explain the unsatisfactory situation of the European social policy with the factors of competitive ideas of European Social Model as well as constraints of European political institutions. Since the 1990’s, the European Union has attempted to spurt further progress in social policy by means of the soft governance mode, “open method of coordination” (OMC), which emphasizes the importance of joint participation and policy learning, thereby enabling the EU to step into policy areas which had been intangible before. With the example of the European Employment Strategy in which the OMC has been operating since 1997, this article illustrates how this new mode of governance works and examines its contribution to the EU employment policy. The author argues that, given the limits of current ideas and institutions, the OMC does offer new impetus for the European social policy, though its actual success depends on further improvement. Bearing this context in mind, this article assesses future prospect of the European social policy. |
