中文摘要 | 民國87年5月27日政府採購法正式實施,不同於傳統採購方式的選擇,專業營建管理(Professional Construction Management, PCM)逐漸被廣泛應用,甚至與統包結合成另一種新的採購方式。然而實施PCM,除了須考量對工程專案的時機、處理建築師與營造廠商的衝突等問題外,最主要的障礙是PCM管理工程風險的能力。也就是說PCM須面對複雜的工程環境並管理內外部專案風險要素,控制與工期遲延、預算超溢等相關之風險。在考量現行建築法及建築師法賦予建築師建築工程之監造權情況下,建築師承攬PCM業務必然成為未來的趨勢。屆時建築師的風險管理能力實為專案成功的關鍵因素。 故本研究透過問卷調查與統計分析,目的為瞭解國內建築師欲承攬PCM業務時,對風險管理之理解、實施風險管理的障礙及與營造廠商對風險管理認知之差異。 |
英文摘要 | In Taiwan, when the Law of Government Procurement was practiced in 1998, the new delivery system of Professional Construction management (PCM) is widely used with Design-Build to be a new procurement way which is different with the traditional way of Design-Bid-Build (DBB). However, the PCM should deal with the problems of the process of project, the conflicts between design and contractor, etc,. but the main issue is the PCM’s capability of risk management. That means the PCM should operate the project under the uncertainties of environmental conditions, and control the risk of schedule delay or cost overrun; especially the building projects are becoming large-scale and complicated. In Taiwan, concerning with the constraints of Law and Regulation of Architecture and Architect, the architects should involve in the practice of PCM for building project. So, the architects’ capability of risk management may affect the success of building projects. This study tried to use questionnaire and statistics analysis to realize the architects’ capability of risk management when the architects involve in the practice of PCM, and to analyze the cognition gap between architect and contractor for the architect to revise his (her) professional attitude of project performance. |
