中文摘要 | 目的:我國自1990年起正式推廣緊急醫療救護(emergency medical services, EMS),然而究竟成效如何,並沒有客觀數據可供參考。本研究希望從一般民眾對EMS的瞭解與意見,評估還有那些項目必須加強改進,進而提昇EMS的服務品質。材料與方法:前瞻性研究,自2003年1月1日至2003年12月31日以電話民意調查方式,針對臺北、彰化、臺南及花蓮四個地區,進行隨機方式抽樣電話訪問,資料經過加權處理並做交叉分析,統計方式為X2檢定方法,P值小於0.05為統計學上有意義。結果:有25.2%的受訪民眾曾經打過119電話,其中48.4%確信救護人員沒有在現場或途中進行到院前救護。民眾對到現場救護人員滿意的有59.6%,不滿意的有10.6%。對整體EMS滿意的有41.5%,不滿意的有7.0%。看到別人倒地,知道打119的比率有83.0%,但自己不舒服或受傷知道打119的卻只有35.2%。如果救護技術員在現場未做到院前救護動作,有51%的人會介意,但若應做而未做心肺復甦術(cardiopulmonary resuscitation, CPR),也只有11%的人會申訴。令人意外的是,學過CPR的受訪民眾已達41.3%,但不令人意外的是,這些受過訓練的人當中,只有44.8%有意願施救於陌生人身上。結論:評估EMS成效,「顧客」滿意度是最直接的方式,研究發現臺灣民眾對整體EMS的滿意度仍不到五成,也只有少數民眾願意對陌生人進行CPR。我們必須建議由中央做統一的EMS宣導工作、並且持續推廣全民CPR運動,如此才能提升EMS的服務品質,挽救更多瀕死的病患。 |
英文摘要 | Objective: To evaluate the effectiveness of emergency medical services (EMS) in Taiwan from the standpoint of the general public. Materials and Methods: We conducted a prospective study from January 1, 2003 through December 31, 2003 using telephone interviews in four different cities. Results: Of the people interviewed, 25.2% had called the emergency phone number 119, 48.4% said that emergency medical technicians (EMTs) did not perform phehospital procedures, 59.6% were satisfied and 10.6% were unsatisfied with the service of EMTs and 41.5% were satisfied and 7.0% were unsatisfied with the service of the EMS system. The percentage of people who knew to phone 119 when someone collapses was 83%; however, only 35.2%knew they could call 119 if they felt sick or were injured. Fifty-one percent of interviewees would be concerned if the EMTs did not perform prehospital procedures on the scene or during transport, but only 11% would sue EMTs if cardiopulmonary resuscitation (CPR) were omitted. Surprisingly, 41.3% of the interviewees had already studied CPR; however, only 44.8% were willing to do CPR on strangers. Conclusions: Most Taiwanese were not satisified with the service of the EMS system. Only a few people were willing to do CPR on strangers. Students, especially high school students, should be targeted to study CPR and do CPR on strangers. |
