| 中文摘要 | 本研究第一階段引用PSR理論、永續臺灣評量系統中所建構的經濟指標理論及區位(生態)結叢擴大版理論作核心,配合主計處的經濟與社會擈標進行指標架構的中心思想。其後,進行兩次模糊德菲法的專家問卷及「腦力激盪法」座談會,獲得經濟性準則4項、指標12項及社會性準則4項、指標18項。本次研究重點則針對相關準則與指標之相互權重進行分析,採用階層分析程序法(AHP),經專家學者評估結果,得到生態系經營之評估模式,經濟性準則部份以「林業投資」(32.54%)之權重值最高,其次為「生產與消費」(31.80%),經濟指標中又以「生產與消費」內的「非消費性使用的森林價值」(16.12%)為相對最重要,次為「勞動」中的「林業勞動力」(13.3%)。社會性準則間差異不大,社會性指標中則以「科技與教育」內的「人才的培訓與教育績效」(9.96%)最為重要,其次為「文化」中的「林業相關原住民傳統慣俗之保存及恢復」(9.55%)。 |
| 英文摘要 | The PSR theory, economical indicators developed by an assessment system of sustainable Taiwan, and social indicators based on the enlargement of ecological complex were used to construct the framework of the first phase of the research, consulting the economical and social indicators of Directorate General of Budget Accounting and Statistics, Executive Yuan, ROC. The primary result was conducting from twice Fuzzy Delphi and “brain storming” method, selecting 4 economical criteria, 12 economical indicators and 4 social criteria, 18 social indicators. The key point of this research was using AHP to analyze the relative weights of criteria and indicators of ecosystem management. The results showed that the maximum weight was “Investment in the forest sector” (32.54%) of economical criteria which were assessed by specialists and scholars. The second rate was “production and consumption” (31.80%). The most important economical indicator was “forest values of non-consumption’ in “production and consumption” (16.12%) and second was “forestry physical labor” in “labor” (13.3%). Social criteria had less difference. The most important social indicator was “performance evaluation of talent training and education” in “science and education” (9.96%) and the second was “preservation and restoration of aboriginal traditions cultural relate to the forestry” in “cultural” (9.55%). |
