中文摘要 | 公營事業民營化為目前政府重要政策,而由政府掌控的榮工公司亦規劃於民國九十三年六月完成民營化。 榮工公司對國內重大建設著有貢獻,例如由其承包施工的雪山隧道在民國九十三年三月全線(西行線)貫通。但因公司目前營運狀況不佳,預判無法如期移轉民營。因此,目前亟須檢討榮工公司的下一步要如何走?民營化真的是唯一的選擇嗎? 從「權變理論」角度言,答案應該是否定的。民營化應考慮「是不是所有的公營事業都適合民營化」及是否質變為「財團化」等問題。單一公營事業的民營化,不宜只從經濟上考量,在強調自由化、市場化及物質效率性時,同時更應凸顯公利及公共責任。 由於榮工公司目前經營狀況不佳,加以國內經濟景氣未見明顯好轉,現階段並非移轉民營的良好時機。除此,榮工公司可供選擇的方案有三:(一)結束營業及裁撤;(二)維持公營公司的型態;(三)暫時維持現況,俟榮工公司狀況及時機好轉再行民營化。 值雪山隧道貫通之際,民營化是否為榮工公司唯一的道路,宜予深思。 |
英文摘要 | Based on contingency theory, the study explores privatization of government-run business through a case study of RSEA. RSEA, a government-run company, has made great contributions to the important construction work in Taiwan, such as Hsueh Shan Tunnel. RSEA is scheduled to be privatized in June 2004. However, it is unlikely to execute this policy as scheduled because of the company's current poor business. Moreover, the legitimacy of this decision is questioned from the prospective of contingency theory. Two issues have to be concerned in privatization of government-run business. First, is privatization appropriate for all government-run companies? Second, how much is the possibility of privatized government-run business eventually being controlled by consortiums? Therefore, economic interest should not be the only concern in privatizing a government-run company. Public interest and social responsibility should be also taken into consideration. Considering the current unfavorable economic situation in Taiwan, it is not a good time now to privatize RESA. Instead, three alternate solutions are proposed: (1) to close RESA (2) to keep RESA as it is now, and (3) to privatize RESA when the business situation is in its favor. |
