中文摘要 | 如何在地震發生後產生救災所須之交通路徑,支援救災交通管理作業,是一個地震救災交通管理系統的一個核心工作。因此,本研究利用地震可能造成阻斷道路的風險,結合交通負荷對於交通阻塞的影響,組成聯合效用函數建立地震救災之最小風險路徑選擇模式,以供網派災及運送物資車輛進出災區之路線選擇的參考,並以南投災區之核心地區草屯及南投市之對外聯絡路網為例,結合地理資訊系統及其交通指派功能,建立救災路徑實例應用模式。由實際應用來產生救災路線時的研究結果顯示,考慮道路可能會因為地震而阻斷的路段之救災之路徑與最短旅行時間的路徑一般並不一致,未來透過本模式之應用,可以提供救災選擇單位一個路徑選擇及發佈交通管理措施的依據。 |
英文摘要 | To generate the adequate routing path for rescue traffic to reach disaster area after an earthquake is the kernel of an effective traffic management system for post earthquake rescue action. In this paper, a routing model is created under consideration both of road section disruption risk caused by collapsed building and of traffic congestion loading by heavy emergency travel demand. Using utility function to integrate the road disruption risk and travel time need, a minimal risk or maximal utility routing path could be generated under different weights of disruption risk and of travel time need depending on the decision maker's aspect. Combining with geographical information system, a practical application case study for disaster area of 921 chi-chi earthquakes in middle Taiwan is conducted to verify the performance of the model. The application results show the necessary different routes with different weight aspect for reuse traffic path. The model developed iin this paper would be an effective tool for post earthquake traffic management. |
