中文摘要 | 近年來由於晶圓代工業的逐漸成熟,造就IC設計業的快速發展,臺灣己發展出全球第二大的IC設計產業,也由於全球IC設計業快速成長,彼此之間的競爭更為激烈,為了使IC設計業者更專注於IC設計本業,並減少其本業以外之負擔,以強化其競爭果力,則企業資源規劃系統(Enterprise Resource Planning, ERP)的委外,實為一減少其公司的負擔,增加其公司整體競爭力的方式之一,由於IC設計業為知識密集度極高之行業,因此其企業資源規劃系統的委外是一件非常重要的事,故如何選擇一個適當的企業資源規劃系統委外業者,並能提昇IC設計業者的績效及競爭力,則成為各IC業者最重視的課題之一;因此本文即是針對IC設計業者企業資源規劃系統委外之系統績效;建立一完整、客觀且較簡便的評選程序。內容包括績效評選指標的選取、利用AHP法求取指標的權重、加入模糊多屬性決策的觀念在進行系統間排序三個部分。本文以供給面(企業資源規劃系統提供業者)、需求面(IC設計業從業人員)與監督面(IC設計業管理監督當局)三個方向來構建績效評選指標的選取架構,並從中選取數個評選指標;其次,應用AHP法的層級概念與特徵向量,收集決策群體(企業資源規劃系統委外業者、IC設計業從業人員、IC設計業管理監督當局)的意見後,計算得到各指標的權重;最後,結合模糊多屬性決策中優勢排序的方法-TOPSIS對各ERP系統委外業者系統進行評選與排序。本文以上元科技公司為例。結果証明,此法不僅簡化了模糊概念引進後的複雜度,亦較符合解決IC設計業者與企業資源規劃系統委外業者合作系統績效評選的問題特性。 |
英文摘要 | The maturity of the foundry industry has been mature. It has stimulated the growth of the IC design industry. Taiwan has developed the second largest IC design industry in the world in the past few years. Because IC design industry has fast development, it has more competitive in the industry. The IC design industry want to focus in IC design for increase itself competitive, and decrease other indirect works. The Enterprise Resource Planning (ERP) outsource that will be a good method for reducing the company's overhead and increasing company total competitive. The IC design industry is an e-era in knowledge economic industry, so the ERP outsourcing is a very important for IC design company. It has become a very important issue for finding a adequate ERP service company to increase IC design industry competitive and performance. This paper focuses on ERP outsourcing performance for IC design industry, and for establishing an integrated, objective and easier evaluation process. The selection of performance evaluation includes the multidimension of weighting of indices, by using the AHP method and the priority ranking according to the concept of “fuzzy multi-attribute decision making (MADM)”. In this paper the hierarchical structure of IC design industry and ERP service company performance evaluation indices was constructed by considering the three aspects of supply side (ERP service provider), demand side (the employees of IC design company) and supervisory side (the managers of IC design company). Then 12 evaluating indices were selected in this hierarchical structure. We made use of the hierarchical concept of the AHP method and its eigenvector from decision groups of ERP service provider, the employees of IC design house, and the managers of IC design house to calculate and obtain the weight of each indicator.
