中文摘要 | 砂石為營建工程極為重要基礎骨材,臺灣地區近五年來平均年砂石需求量約為6千萬立方公尺。砂石料供應主要是以疏浚河川所產出土石、陸上土石採取及營建剩餘土石方之砂石回收為其來源。臺灣地區近年來社會經活動快速發展,營建施工產出剩餘土石方數量相當龐大,據估計92年產出量共約為3900萬立方公尺。規定,系以設置「營建剩餘土石方資源處理場」(土資場)處理營建剩餘土石方,目前全國僅有數十處合法土資場,如何處理龐大產出量?啟人疑竇。臺灣地區計有約500家砂石碎解洗選場,分散於各區。如前述營建剩餘土石方,如能由此500家砂石碎解場收受其中之B1、B2-1土質類,並預資源化,除可減少土資場設置,收受之剩餘土石方予以資源化後,並可就近供應營建工程所需砂石骨材。 本探討主題擬限於營建剩餘土石方中分類屬B1、B2-1土質類部分。將現存砂石碎解洗選場及營建剩餘土石方資源處理場分屬不同主管機關(經濟部、內政部)管理體系之營運方式及法規方面進行探應,盼能尋找出一套合理機制,以提高目前剩餘土石方處理效率,提供政府未來施政參考。 |
英文摘要 | In recent years, Taiwan’s economy has made tremendous progress. Many construction projects have been proceeding one by one, and the volume of accompanied construction produced soil reached 39 million m3 in 2003. As to the promotion of environmental awareness, keeping the stack and recycling of construction produced soil has become an important issue to be resolved by the government and the construction industry. According to the survey of the government, there are roughly 500 aggregate plants located everywhere in Taiwan area. The function of aggregate plant is making construction aggregates to the concrete industry for construction uses. If the existing aggregate plants can accept the part (B1, B2-1) of construction produced soil and recycling, reuse the materials, it will reduce the supply of natural sand-gravel and replace some soil dumping sites to treat construction produced soil. |
