中文摘要 | 農地資源具有不可恢復性,臺灣加入WTO之後,農地如何合理的釋出與有效的轉用,一直是農委會、學術單位、農民及相關單位關心的議題,持續從不同的面向進行研究與討論。本研究以地景生態學角度切入,模擬公部門決策者於不同的決策偏好下,農地轉用的數量、區位、類別之差異,目的在於尋找出具較高地景生態效益之決策態度,做為未來研擬農地釋出地景生態空間規劃原則之參考。本研究引用土地評價與區位評鑑(Land Evaluation and site Assessment,LESA)模型之精神,同時整合生產、生活、生態之觀念,進行線性組合之農地土地使用適宜性分析,以蘭陽平原為實證地區,應用地理資訊系統與內政部84年數化之土地利用檔案進行各模擬決策方案之地景生態效益分析。研究結果發現若決策者忽視農業資源之重要性,最後的結果可能導致農地被完全轉用為生態用地與生活機能用地。若決策者對農地生產潛力具有一定程度的關心,則農地持續保持生產功能的比例相當高,而轉用的農地中,主要集中於面積較小、形狀方正、人為力量介入較強的農地。當決策者對農地生產潛力之關心程度提升時,可增加生物遷移過程中的過渡性空間,有助於物種之遷移,但不會大幅增加內部物種棲息空間;當決策者較注重農地生產與生態機能,其生產、生活、生態的決策偏好權重為0.4:0.2:0.4時所獲得的地景生態效益最高。 |
英文摘要 | Taiwan has been a member of the World Trade Organization (WTO) since 2002. The issue of converting farmland to a more efficient land use is concerned by governments, research units, farmers, and other related organizations. They discussed it from different aspects of the question. This study tried to discuss the issue of farmland conversion from the point of landscape ecology. We simulated eight decision-making proposals of county governments, and got different results of farmland conversion in numbers, locations and types by eight different attitudes. We compared the results in order to find the best attitude which leads to the ultimate landscape eco-efficiency. The result is an importance base of spatial planning rule of landscape ecology when setting up farmland conservation strategies in the future. We combined the concepts of Land Evaluation and Site Assessment model in living, production, and ecology. We used the methods of GIS and farmland suitable analysis in the case study of Lan-Yang plain, and simulated eight decision-making proposals to evaluate their landscape eco-efficiency. The findings are as fallows: first, if a decision maker ignores the importance of farmland as a resource, farmland as a whole may be converted to living and ecological land use. Second, when a decision maker cares more about the value of farmland as an important resource, more farmland will be conserved as production areas and transitional spaces for the migration of species. The characteristics of converted farmland are small, squared and close to the urban area. Finally, when the ratio of the preference of procduction, living, and ecology of a decision maker is 0.4 to 0.2 to 0.4, the best landscape eco-efficiency occurred. |
