中文摘要 | 校長專業發展係當前我國教育發展的重要工作之一。本文的目的在討論我國中小學校長專業發展的必要性以及發展管道和策略,供教育行政機關及中小學校長參酌。 本文先從「學校本位管理的教改趨勢」、「九年一貫課程改革」、「校長遴選制度」以及「終身學習與學習型組織理念」等觀點,來論述校長專業發展的必要性。其次則說明國內目前中小學校長專業發展的正式與非正式管道與方式。最後則把重點放在國內校長專業發展的六個策略:成立校長中心與學校領導學苑、為初任校長提供師傅校長的支持系統、引入校長證照制度及定期更新證照制度、發展校長專業檔案的觀念與作法、鼓勵校長進行行動研究、實施校長評鑑制度。 最後,本文根據校長專業發展的策略,對於我國中小學校長的專業發展,提出若干建議。 |
英文摘要 | Professional development of principals has been one of the important issues of educational reform in Taiwan. The purpose of this article is to discuss the means and the strategies of professional development for Taiwanese principals. Firstly, the article explains the forces facilitating the professional development movement of principals, from the perspectives of school-based management, the nine-grades coherent curriculum reform, the recruitment and selection of school principals, and the initiatives of life-long learning and learning organization. Secondly, the article elaborates the means of professional development of principals in Taiwan. There are two means: formal and informal. The formal one includes the in-service master degree programs offered by universities and teachers colleges, the preparation and in-service training programs in principal centers, the workshops and conferences provided by governmental and professional organizations, and the network resources. The informal one contains study groups, self-study, and action research projects with school staff. Furthermore, the article analyzes the future strategies of professional development of principals in Taiwan. These strategies include (1) establishing principal centers and school leadership academies, (2) providing principal mentoring for beginning principals, (3) introducing professional licensure for principals and the regulation of licensure renewal, (4) developing principal professional portfolio, (5) conducting action research, and (6) implementing principal evaluation. Finally, the article provides some suggestions for improving professional development of principals in Taiwan. |
