中文摘要 | 由於二氧化碳已成為未來國際間控制溫室效應的主要減量對象,且工業部門在我國歷年來CO2排放量約佔全國排放量之半,若未來國際開始管制CO2排放趨勢與變動特性,並與美日德三國工業部門作比較。研究結果顯示,我國的工業排放總量遠低於其他三國,然而CO2成長率高達6.2%,自1990至2000年排放量幾乎加倍,達113百萬公噸。若以單位能源消耗量或單位產值的CO2排放量而言,皆較美日德三國高出許多,顯示我國工業部門內耗能產業比例偏高,且在燃料結構、能源效率及能源密集度上仍有努力的空間。此外,本文亦探討美日德三國在工業與能源部門對減緩CO2排放之因應策略及簡介產業自願參與減量協定的機制,以提供相關部會與業界作為未來制定CO2減量政策與相關策略之參考。 |
英文摘要 | Carbon dioxide (CO2) mitigation has come a primary target for most countries concerned about climate change. In recent decades, the CO2 emission from industrial sector in Taiwan has totaled more than half of the national CO2 emission. It will bring significant impacts to the industry once there is a need to control CO2 emissions in Taiwan. Since CO2 emissions are closely interwined with industrial fossil fuel use, this sduty analyzes the characteristics of CO2 emissions from industrial sector. Comparisons with U.S.A. Germany and Japan are also made. The results have shown that the annual growth rate of CO2 emission in Taiwan industrial sector has reached 6.2%. Either the CO2 emission per unit energy consumption or the CO2 emission per unit GDP (CO2 intensity), Taiwan has exceeded the U.S.A, Japan and Germany, that indicates the energy intensity and fuel structure can be further improved in Taiwan. This paper also highlights mitigations of reducing CO2 from the industrial and energy sectors of U.S.A, Japan and Germany. Some cases of voluntary agreements are introduced. This study can be valuable for structuring the industrial CO2 reduction strategies and provides a helpful reference for planning national integrated CO2 mitigations. |
