英文摘要 | Geographically, Taiwan belongs to sub-tropical region, in low land areas it owns mild to warm spring climate in all seasons, however due to the elevation change, the majority of mountain areas can experience four seasons' scenery as well as their spectacular harsh winter in the backbone zones, this unique resources were well appreciated by the local mountain climbers, however, due to lack of systematic planning and cross-institutional cooperation, the high land tourism were still under exportation, hence, its iternational mountain recreation value are also awaiting new judgment, although its nature and cultural resources are compatible to other Asia-Pacific regions. This paper presents integral planning strategies for multi-jurisdictional management in mountain regions, applying ecological planning method and landscape ecology theory, using existing ecological conservation corridor as the protection spine, linking landscape structure and potential interest nodes by elaborating function of its scenic and cultural patches, at the same time also using natural terrains, constraints as the spatial buffer zone. The backbone trail system was intended to develop into 3 managerial categories rather than just following traditional hikers' skill and accessibility: (1) Conservation trail network (2) Culture and scenic trail network (3) Recreational trail network The aims for this study will help related authorities Natural Park Service, Forest Beaura, Tourism Beaura, and Council of Aboriginal Affairs to re-justify their goal of resource management to face the new challenge of nature conservation as well as the trend for eco-tourism development.
