中文摘要 | 類似於其他西方英語系的國家,加拿大之〞文官2000〞行政革新法案亦聲稱以創 造一個顧客導向之企業化的政府為目標。但與英、美之行政改革最大不同的是加國政府明確 地指出其文官團隊乃為政府之最大資產,因此整套行政革新方案是以發展人力資源與改變組 織管理風格為中心而設計。本文將追溯加拿大文官改革法的起源並探討其中心精裨與對於加 國公共行政所造成之影響。此外,我國亦正仿倣歐、美等國推動政府再造運動,加國公共服 務兩千(PS 2000)之優、缺對我國正展開的改革運動將可提供重要的參考。作者認為我國可 由加國之行政革新取以下重要經驗:一、政治領導人物須展現決心,二、改革須與政府之經 濟條件配合,三、人力發展的重要性,四、公務人員行政倫理的培養,五、重要族群之參與 ,六、溝通與宣導改革重點的重要性。 |
英文摘要 | The Public Service Reform Act of Canada (Public Service 2000) holds in common with the reforms in the U.S. and the other Western English speaking governments the attempt to build a "business-like culture" in the public service. However, the PS2000 recognizes the importance of human resources to the success of Canada s government. The two central pieces of the PS2000 are the development of public human resources and the creation of a participative public management style. This article discusses the sources and major characteristics of the reform. In addition, this article evaluate the effects of the reform by reviewing the existing empirical studies on PS2000, and identifies the important lessons that can be learned for future governmental reform efforts. The important lessons from the PS2000 includes at least the following :l) Political leadership must be committed, 2) Economic environment (resources) is essential to a major reform; 3)Adequate training is necessary; 4)Public service ethics must be taken into account;5)Stakeholder groups must be involved; 6) The focus and priority of the reform agenda must be communicated. |
