中文摘要 | 為因應政府財政危機而提出的社會服務民營化政策仍持續在擴大發展當中,縱使它在執行過程中已引發福利供給部門間的交相指責,但似乎也未曾有人敢輕言放棄這顆能治療福利供給百病的萬靈丹,三十年來,社會服務民營化政策總在且戰且走的改革道路上尋救最佳策略的出現。以英國的發展為例,已揚棄「前民營化」階段特別注重的分配效率、生產效率及成本效率的考量,並提出在「盟約」共識前提下建立既平等且互惠的夥伴關係,強調績效、品質與最佳價值選擇,將社會福利帶進「後民營化」的新紀元。 而置身於全球化發展下的臺灣,亦在這股社會服務民營化運動的影響下,展開一連串的民營化具體措施,同時也與歐美國家發生類似的結果,這樣的現象讓論者不禁要問「是否有較佳社會服務民營化策略」存在,抑或此政策僅是種不切實際的浪漫迷思。職是之故,本文意圖藉由對相關文獻及近二十年來實證研究的檢閱,探究不同福利供給部門間的分工與整合關係,並試圖歸納出部門間福利分工與提供的可行原則與模式。本文認為建構在盟約共識下的夥伴關係或許是項社會服務民營化政策的新選擇,但夥伴關係又必須建立在「福利需求」的分工與滿足的基礎之上,這是種風險的共擔而非單純的資源分享,因為不同福利供給部門的「福利責任承擔能力」與滿足「需求層級」的向度不同,因此需在「福利需求」與「部門特質」間作最佳組配,方能發揮相輔相成的「加乘效果」,而非彼此覬覦對方資源的「相除效應」。 |
英文摘要 | Although censured by the public sector and the private sectors during its implementation, the privtization policy of personal social services corresponding to governmental fiscal crisis is still progressing and none can acclaim without hesitation to abandon the privatization policy, the panacea to the problems of social service delivery systems. For three decades, the privatization policy has been in search of the best strategy, though the reform itself is not a smooth way. Take U.K. as an example, U.K has abandoned the cost-efficiency analysis, especially stressed in “pre-privatization” stage, instead under the consensus of compact she builds fair and reciprocal partnerships, which emphasize on performance, quality, and the best value option, leading the social service delivery systems to the era of “post-privatization”. Under the waves of globalization and influenced by the privatization movement, Taiwan also begins a series of privatization measures and has similar outcomes just as they had in Europe or United States. This phenomenon makes the author wonder whether if the better privatization strategy exists or the privatization policy is no more than an infeasible myth. Hence, the article tries to explore the division and integration among different sectors by reviewing the referential literature and pragmatic study of latest twenty years, to generalize the feasible principle and model of service delivery among different sectors. The paper concludes that partnerships constructed under the consensus of compact may be a new option for privatization policy of personal social services. However, the partnerships should be built on the basis of division and satisfaction of welfare needs, that is, the sharing of risks instead of mere sharing of resources. Because each sectors varies form dimensions of capacities for responsibility and the satisfaction of need hierarchy, so we need to make the best match between welfare needs and sector traits, in order to have the positive effect rather than negative effect. |
