中文摘要 | 女性人力資源之運用與開發已成當前人力政策議題上的重要議題之一,本文重心即在探討國家策在哪些面向上應予重新思考規劃,以利女性人力資源的使用。 首先論及的是關係到女性人力運用之就業權利保障的時代意義。分別從社會權觀念、對企業的意義、對婦女經濟安全的保障等三方面簡略地說明。其次,提討女性勞動所面臨的若干問題:人力低度利用、疾業市場性別歧視、再就業問題及社會行支持資源之不足等來突顯婦女在職場所遭遇的不利處境。之後,對其他國對婦女就業權利之保障的立法、制度與措施予以扼要介紹。曘後,檢視我國現行保護的程度,並思索未來策方向。 本文提出勞動市場政策及家庭政策的改變為政策介入的兩主要面向。前者目標在建立一個兩性平等的工作入的兩主要面向,前者目標在建立一個兩性平等的工作環境;而後者目地在提供在職婦女一個無後顧之憂的社會制度。至於政策介入的途徑由法律、制度及教育等三方面著手來建立可供女性人力發揮的「無性別障礙的工作環境」。 |
英文摘要 | The development and utilization of female labor force has become one of top agenda in manpower policy. This paper is to explore the dimensions that this policy should include. We first discuss the significance of women's right to work in the 20 century. In this regard, social rights, implications to enterprises' human resource development, and the importance to female's economic security are examined. Secondly, four major disadvantages female workers experienced in the labor market are revealed in order to show the urgency of protecting women's right to work. What are those mechanisms that other advanced countries take to promote women's rights and benefits in the workplace is briefly reviewed so that we know where we can start. In the end, two areas of policy intervention are suggested, which are labor market policy and family policy. The former is to set up an equal working environment, the latter, a supportive social network to free working women form family constraints. Female's rights in the workplace will be hopefully respected by way of this intervention. |
