中文摘要 | 由於長久以來高中職以下教師成績考核考列甲等人數過於浮濫,加以近年來政府財政日益困難,為講求績效並提升教師專業成長,我國「公立學校教師績效評量制度」即在此政治、經濟及社會的條件下,開始醞釀成形。本文首先介紹「育英理論」之意義、菁英理論的源起與發展、特徵、重要內涵及相關評論,以及「公立學校教師績效評量制度」形成之背景因素、規劃過程、設計原則、預估成效,並分析該項政策之形成係屬菁英模式,其次對「公立學校教師績效評量制度」進行政策分析與評論,最後提出未來政策規劃方向之建議。 |
英文摘要 | Recently, the expansion of an evaluation result of elementary and secondary public school teacher has been abundant that jeopardize the financial difficulties of the government. With the objective of enhancing accountability and teacher professional development, the "Public School Teacher Evaluation System" was formulated under such political, economical, and social circumstances. This article began with the introduction to the definition, resources and development, characteristics, contents and the related studies of Elite Theory. Further discussions included the formulating backgrounds, procedures, outlines and expected achievements of the evaluation system. Elite Theory was applied in analyzing the policy and its executive to develop suggestions for the future. |
