中文摘要 | 本研究之主要目的,在探討國中教師對教育部所公布之中小學教師分級制度草案之相關意見。首先就主要國家或地區教師分級制度之內函做分析,然後以教育部所公布之草案內容為架構編製研究問卷。調查之對象以隨機抽樣選自高雄市、高雄縣與屏東縣之43所中,共450位教師。 本研究獲致之重要結論為:一、教師分級制度可提昇教學品質與促進教師的專業成長;二、教師分為四級可被多人接受,但每級八年之年限過長;三、教師的職責以教學、學生輔導為主;四、較高階之教師得酌減授課時驄,但應定期接受專業進修時數之審查;五、校長回任教萱比照同級教師任用並可減授時數;六、依不同升級層次分由學校與主管教育行政機關審查;七、顧問教師之比例宜做適度限制;八、教師升級宜有進修時數規定,進修內函上亦以專業取向為主;九、教師宜接受專業評鑑並在內容與配分上適度規範;十、現任教師逕依年資比照分級至高階教師,惟欲升級時依本規劃案之規定辦理。 主要的建議為:一、加強宣導與溝通;二、建立法源基礎與相關配套措施;三、先行試辦;四、各級教師的基本年限再修正;五、建立公平合理之教師評鑑機制;六、擴充進修管道,增加教師進修機會;七、善加規劃進修內涵;八、研究對象、方法與時間之擴充之延伸。 |
英文摘要 | The purpose of this study were to explore a research on junior high school teachers perception of career ladder program of the Ministry of Education (MOE). Questionnaires were sent to 450 teachers at 43 junior high schools in Kaohsiung City, Kaohsiung Conntry, and Pingtung County. The conclusions of this study after analyzing data were as follows: (1)Most teachers agree that career ladder program may promote the teaching quality and professional development. (2)To classify to four stages in agreed, but each stage demands 8 years is too long. (3)The main responsibility of teachers are teaching and guidance. (4)Most teachers agree that stage III and consultant teacher reducing teaching hours. (5)Most teaches agree to MOE's proposal with respect to the review organization of teachers advancing. (6)Most teaches agree to restrict the proportion of consultant teachers. However, half of teachers disagree the proportion (20%). (7)The following criteria should be used for determination of advancing to a higher stage: teaching seniority, in-service education hours, and professional evaluation. (8)The current teachers contrast to equal stage in accordance with teaching seniority. Selected recommendations: (1)Enhancing the concepts of career ladder program. (2)To provide a legal foundation and make appropriate treatment. (3)The seniority of each stage should be revised. (4)To establish the evaluation system. (5)Increasing the opportunity of in-service education. (6)To expand research object. |
