中文摘要 | 民國88年9月,中華電信推出099隨身碼服務,旋即夭折。本文討論資費訂定、雙端付費制、替代效果、交叉補貼等資費爭議的焦點,分析099隨身碼失敗的原因。本文認為「行動業者權利制」才是資費爭議的核心。「行動業者權利制」使固網業者無法自行訂定其加值服務的價格,獲取利潤;故而沒有誘因研發新興加值服務,使得新興服務無法開展。本文建議廢止「行動業者權利制」,將行動通信的資費訂債權及通信費歸屬回歸至發話端業者。社會大眾可因此享受科技創新帶來之優息,進而社會提昇福祉。 |
英文摘要 | The follow-me call was first promoted by China Telecom in September, 1999 but soon went dead afterwards. This paper analyzes, from aspects such as tariff structure, the caller-&-receiver-pay system, substitution effects, and cross-subsidization, the reason why the follow-me call failed to sustain. It contends that the follow-me call. The constraint makes the fixed-line enterprises unable to charge their own value-added services by production function, so that they do not have incentime to promote new services and consumers would not benefit. In the conclusion, the paper suggests repeal the "revenue-sharing" constraint. |
