英文摘要 | This essay aims to analyze, from multiple aspects, the impact of globalization on economics, politics, culture and technology, and it is noted that the connotation and content are plentiful and dialectical. For example, with reference to politics globalization, there remain two trends – supernations and the emphasis on localization. Moreover, regarding culture globalization, there exists the dialect between globalization (similarization) and localization (specialization). However, as to the globalization that our government undertook over the decade in terms of higher education policy, it almost focused on economics globalization that was full of the political and economical ideology of the neo right wing. Given this, the academic capitalism was deriver, which emphasized on competition, superiority, marketalization, industrialization, and the cooperation between the academia and industries. In addition, this globalization led to the condition that people tended to evaluate the academic performance completely according to the standards in western societies. It also contributed to the cultural hegemony that English was solely valued in teaching. Thus, localization and rich as well as various essence of oriental knowledge were thoroughly neglected. Furthermore, concerning the distribution of newly set departments and the grant of superior proposals, it appeared that technology preceded social humanism. All of these phenomena are worthy of our reflection. As far as amendments of the University Law concerns, it is critical to review in detail the organization, powers, operations and procedures of the Committee of Higher Education. With regard to the integration and the combination of universities, the influences they may have on academic freedom and autonomy of universities cannot be ignored. What is more, the property of national university as administrative corporation is obscure; with the setting of the board of directors, people doubt that the education administration and the academia would be controlled by outer powers. Consequently, it becomes highly possible that the university autonomy and the academic freedom of the staff within the campus will be affected accordingly, which truly deserves to be worried. Finally, the laws about the input and output of higher education organizations are relatively simple and lack of active mechanisms. As a result, they may fail to reach the goal of the internationalization of higher education, which is worth being reviewed further. |
