中文摘要 | 大型連鎖零售業向供貨商收取附加費用 (如上架費等) 之行為,自1990年起已在國內掀起一股風潮。本研究以深度訪談及郵寄問卷調查國內大型零售業者以及食品、日用品供貨商,發現國內附加費用的名目已有43種之多,平均每一項產品進入一家大型零售業者需要支付5-7種名目之附加費用,支付金額約佔其銷售額之10%左右。收取附加費用之行為已不只是零售業宣稱的成本分擔或風險移轉,因此造成 (1) 通路上下游的激烈衝突與歧視,以及不公平的水平競爭 (2) 通路成員的利洞重新分配,且因提高零售價而影響消費權益 (3) 大型零售業者常以附加費用作為採購上架的門檻'擴大其對市場的影響力。凡此,皆顯示大型零售業相較於供貨商的買方優勢地位已形成,本研究對政府扮演的角色、功能及零售業者、供貨商應有之作為均提出具體建議。 |
英文摘要 | Since 1990, the behavior of charging additional fees to suppliers (e. g. slotting fees) from large retail chains has become prevalent. This study collected the primary data through questionnaires mail survey and personal interview from large retail chains and their suppliers . The research has found a total of 43 different type of additional fees are charged by large retail chains. On average, for each consumer product are charged 5-7 types of additional fees. These fees are about 10% of the total retail sales. To large retail chains, charging additional fees is more than the purposes of sharing the cost and shifting risk. As a result, this study found the following phenomena: (1) It has become reality for violent conflict and discrimination between upstream and downstream channel members as well as unfair horizontal competition among the same business sectors. (2) Not only is profit reallocated among channel members, but also retailing price is raised and harms consumer's welfare. (3) Large retail chains are using the additional fees as a way to exert their market power on their suppliers. In short, the large retail chains have built a superior buying position to their suppliers. This study provides some practical suggestions on the government's role and functions as well as the appropriate activities of distributors and suppliers. |
