中文摘要 | 隨著時代的進步,建築物已朝高層化、地下化、複合化發展,然而一旦發生火人命安全是否可以確保乃為建築設計者、政府審查者及居住使用者所共同關心的課題。加上因應自由經濟貿易的潮流趨勢下,參加世界貿易組織之壓力驅使下,性能法規的發展已是時代潮流所趨。本文藉探討日本建築物綜合防火設計法、建築防災計畫指針及新修正之建築基準法之避難安全檢證性能規範之演進發展,分析各項規定之差異及執行限制和合理性,預為我國未來修訂法規之參考。 |
英文摘要 | With the era progressing, it's a tendency for the design of buildings tends to be more elevated, sublunary and complex. The major concern for architects, government examiners and dwellers of the buildings is whether people's lives can be assured once fires occur. Under the current of free trade and driven by the pressure of entering WTO, the development of performance code is an irresistible trend. Therefore, by looking into the development of the evacuation safety calculating methods of Japanese building designing code, fire protection plans and new building code, we try to analyze the limitation and the reasonableness of the executing of these regulations. We hope we can provide some reference for the future revision of the related regulations in our country. |
