中文摘要 | 人員老化對企業造成一些隱憂,特別是對於像中鋼公司這樣大型且歷史悠久的企業更是值得提早謀思對策。當人力結構密集於高年齡層,將面臨同期大批人員的離退,而可能會造成人力斷層現象與技術銜接之問題,並且當年度公司必須支付鉅額的退休金,如此均可能影響公司正常營運。 針對人力老化與人才斷層問題,過去曾有一些國內外成立悠久的大型企業,運用優惠退職的方式來解決,然而,優惠退職仍有其負面影響,如造成員工士氣低落等,因此,如何研擬適合中鋼公司的方案,鼓勵中鋼部份人員接受優惠退職條件及其配套措施,再造企業的活力,已是當前迫在眉睫的問題。本研究主要透過問卷調查來了解中鋼員工對優惠退職方案的看法,輔以國內外其它公民營企業之優惠退職方案及其配套措施,提出一套具有誘因且兼顧經濟性之方案,以吸引中高齡員工接受此方案,達成活化中鋼人力之目的。 |
英文摘要 | Human ageing will cause secret worry and need to adopt strategies to deal with this problem, especially for China Steel Corporation (CSC) which is large-scale and long-historied. As the manpower structure centers on aging spectrum, enterprise will encounter great employee retirement at the same time, which will generate manpower gap and linkage problem of technique. For the time being, enterprise has to take huge retirement pay. All of these will affect normal working of enterprise. Some large-scale, long-historied enterprises applied preferential early retirement to solve problems of human ageing and manpower gap, while applying preferential early retirement lead to negative influence such as low-spirited morale. As a result, it is imperative to design a program to encourage partial employee in CSC to accept preferential early retirement and simultaneously reactivate enterprise vitality. This study comprehends the employees' opinions about preferential early retirement in CSC through questionnaire and also compares with the system applied in other public or privacy enterprises. To activate the manpower of CSC, an incentive and economic program is suggested. |
