中文摘要 | 在提高政府效能日益高漲的呼聲中,不論是公務機關或公營事業機構,均深刻感受到改善行政效能,提高服務品質的重要性。因此徹底地省視機構執行之業務內容,尋找善用民間資源的可能性,已被視為公部門精簡組織又不損及行政效能的不二法門。本研究以具豐富業務委外經驗之公民營機構為訪談對象,藉由實地訪談各機構業務委外之主辦人員,探討業務委外應有之作業流程,以及業務委外的管理課題。簡單彙總本研究之發現如后: (一)業務委外的理論觀點:為何企業需將或有意願將自身業務委託外部單位來執行?此可分別從資源基礎觀點和資源依賴觀點說明之。第一,資源基礎觀點,係主張組織應專注於組織最具優勢和最有能力的服務上,以免備多力分,反而使組織的優勢不再。第二,資源依賴觀點:認為組織係一開放系統,需要與外部資源維持穩定的關係,減少組織生存的不確定性。因此在無法凡是自給自足,不需要依賴別人的限制下,組織應發展對外資源的良好管理系統,來建構穩固的互利關係。 (二)業務委外的管理課題:此為本論文的焦點,依據業務委外的決策流程,整理歸納實地訪談,提示業務委外的管理課題以及具體作為,分別為(1)委外項目的評估--如何決定組織內那些業務要委外(2)委外對象的評選(3)委外底價的訂定(4)委外活動的品質監督與續約(5)委外活動的績效考核。 |
英文摘要 | In order to provide competitive services, all public institutes are expected to be not only economic effective but also political responsive. Under such severe challenge, the public institutes look forwards to seeking external resources to meet both objectives – downsizing and remaining effective. In order to increase efficiency and reduce cost, the public institute is considering to "privatize" some of the non-core business, so that expenditure can be minimized without endangering the basic functions of the pubic institute's mission. By interviewing experienced public institutes in contracting out, the study intends to investigate the possible models for privatizing part of the non-core activities for the public institute. The major contents of this research includes the following: 1. Exploring the theoretical perspectives on outsourcing – there are two different theoretical perspectives, one is resource-base perspective, the other is resource-dependence perspective, in explaining the reasons why firms have to outsourcing and indicate important issues about outsourcing. 2. building the standard process for outsourcing – this study tries to figure out a standard operational guideline for outsourcing. 3. Proposing t6he major managerial issues in outsourcing – the major managerial issues in outsourcing include: (1) to decide what non-core activities is (2) to select who to cooperate (3) to set the reasonable prices (4) to control and evaluate the outsourcing performance. |
