中文摘要 | 本研考旨在以全球有機農業發展的觀點,探討臺灣有機農業發展的必要性和現況,研究發現站在全球化的角度,臺灣的發展進程是相對落後的。在生產和銷售上面臨的問題很多且涉及面廣。當前存在最大的問題在於社會對有機農業的信賴不足,使生產和銷售無法銜接,而缺乏全國性的統整機構,也使有機農業推廣之效率不佳。目前有機產品之推廣和驗證制度仍以作物為主,主要為水稻、蔬菜和果樹,其成長速度口說相當快,逐漸邁入穩定成長階段。與國外以非營?組織主導的的發展模式不同的是,臺灣的有機農業向來由政府主導,但目前政府組織在推廣、研究資源的投入上卻仍呈現不足情況。長期而言,國內應成立一個跨越政府、非營利組織的地位超然組織,擬定未來有機農業發展的願景和政策的方向,統合規劃各種教育訓練,並對外代表臺灣有機農業產業,與世界各地相關組織交流資訊和引入發展經驗。將來農委會、試驗改良場所、農學院校和民間非營利組織皆應各專其職,分別在資源提供、技術推廣和研究,以及生產者、消費者教育上各自分工,才能到達到相輔相成的效果。 |
英文摘要 | This study, with regard to global perspective of organic agriculture development, is aimed at exploring the importance and feasibility of the development of organic agriculture in Taiwan. It is found that the pace is relatively slow in Taiwan and varieties of problems present significantly. Distrust and inefficient administration is by far the most acute problem which leads to the long-lasing disconnection between organic production and consumption. In addition, whereas the institutionalization of organic production standards and legislature is executed and directed primarily by non-profit organizations in most developed countries, there’s still much to catch up in these respects in Taiwan, especially the financial and human capital input. In general, current organic farming in Taiwan is overwhelmingly concentrated on crop cultivation, particularly rice, vegetable and fruit. In future, a transcendent organization needs to be established to set up the vision, policy, and training of organic agriculture, and leads the organic industry to be internationalized. It is suggested that the Council of Agriculture, various district agricultural improvement stations, universities and NPOs take charge of providing resources,. Researching and transferring technology, training producers, and educating consumers respectively. |
