中文摘要 | 相較於現行公路汽車客運業所採之路線經營權開放制度,大多數市區汽車客運路線經營權取得之制度尚不夠周延完備。基於此,本文主要分析國內現行制度存在之課題;探討路線經營權採「路外競爭」開放方式之意涵;回顧國內外為了提高市場競爭性,逐漸朝向客軍服務契約化之發展趨勢;並分析透運輸服務契約的扚束,輔以競標或拍賣機制的設計,達到降低到降低補貼費用及提昇客運服務品質的顯著效果,卑提供國內後續研訂市區汽庫客運路線經營權開放方式之參酌。 |
英文摘要 | The institutional design of route regulation for city motor carriers is not so good as that for highway motor carriers because there is no reviewing committees. This paper therefore explores the current issues of route operations regulation, the implications of off-the-road competition and development trends of route operations deregulation. By the contracting out of the passenger transport service and the tendering or auctioning system, the expenses of subsidy was reduced and the quality of service was import. It can be the references of future improvements of institutional design for the deregulation of city motor carriers. |
